A lot of times, when installing the app it will ask if it is for All users, or "Just Me".

Since it is using PRO, you can go to Explorer, and look for the program's folder ( or the actual .exe file under the folder)under c:\Program Files, and right click it>Security and add the user you want to block. Then simply uncheck all rights under thier user. You can Deny as well, but a Deny right takes precedence, in the off chance that a valid app might reference something in there.....Or if there are multiple apps under the folder.....
