Go to Start -Settings - Control Panel

Select Taskbar and Start Menu
*if you do not see this on the left hand side click on "Switch to Classic View"

The fourth option down in the Taskbar Appearance section should say "Group similar taskbar buttons"
Make sure this option is checked.
