Unplug all PCI cards, USB devices and IDE devices... i.e. leave Graphics card, RAM and CPU on the board. Boot up.
What do you get?
If it doesn't get to/past the detecting IDE devices bit, then you have a problem with either board, CPU (less likely), RAM or PSU. RAM is a high culprit - try using just 1 stick, a known good one if possible.
By the way, are you saying you have a splash screen instead of the POST screen? If so, press TAB when the machine boots, which should show the POST screen, and give you a better idea of what is going
