Default Unable to send email with MS Outlook 2003 with Win XP Pro (sp2) but can receive.

I am ousing a PC with Win XP Pro (sp2) fully patched and MS Outlook 2003, (11.8010.8107) sp2.

I don't know if it is any way connected (it may not be), but subsequent to a recent download and installation of an "update" for windows and the MS office suite of applications (I have the full office suite for XP installed on my PC), I'm now finding that whilst I can receive email without any problems, I cannot send.

Sometimes, I'm not getting any error being reported and the application just freezes. On other occassion, I'm getting the following error being reported:

"sending reported error: 0x800CCC67. The server connection refused from [my IP address].

In an effort to resolve the issue, i did the following: used regedit to register the following DLL: regsvr32 inetcomm.dll

Given that everything was wroking perfectly just befor downloading the update and I haven't made any changes to the account settings, I have no idea what it wrong.
