what do you want to reactivate, once it is activated it doesn't need to be reactivated...

I think tirano's adsense account was banned by google due to invalid clicks. There for tirano want to reactivate again. If you participate any invalid click campaign google never reactivate your account. If not so write to google adsens support team ,telling every thing about your situation. If you are honest and lucky, they will reacctivate your account. If not so try to open new account using your family members name. Onece your account banned from google you cant open new account using same name.

All adsense publishers must think this universal truth about google adsense;
Here is the truth;

Google adsense team are very smart to find invalid clicks. Thier decision is always correct. Therefor every publisher must keep in mind that not to participate invalid click campaign. Be honest. If you are honest, Google will give you the merit.
