I was just on HP's driver site and found this "official workaround" until they release proper x64 drivers.

1. Click Start.
2. Click Printers and Faxes folder.
3. Click File. Then select Add printer.
   NOTE: This step launches the Add Printer Wizard.
4. Click Next.
5. Uncheck the Automatically detect and install my Plug and Play printer checkbox.
6. Click Next. The Select a Printer Port window displays.
7. Click Next. The Install Printer Software window displays.
8. Select HP from the Manufacturer list.
9. Select hp deskjet 990C model from the Printers list.
10. Click Next. The Name Your Printer window displays.
11. If the printer name is correct, click Next.
12. Click Next. The Printer Sharing window displays.
13. Select No when the message Do you want to print a test page displays.
14. Click Next. The Completing the Add Printer Wizard displays.
15. Click Finish.

NOTE: At this point, the driver installation portion of the process is complete.
Connect the USB cable to the printer and the computer.

NOTE: Windows will start to Plug and Play the device.
Click Cancel for each Found New Hardware Wizard window that is prompted.

NOTE: The number of Found New Hardware Wizard windows prompted by Windows will vary depending on the device plugged into the computer.

1. In the Printers and Faxes folder, click the hp deskjet 990c printer icon.
2. Click File. Then click Properties.
3. Select the Ports tab.
4. Scroll to USB00x Port and check the checkbox for the port.
5. Click Close.
