Cannot open links on new window/tab with internet explorer

hello i have xp sp2 , when a new internet explorer window tries to open a message pop ups like ' contáct system administrator , you dont have the rights to open the window' but i'm only user. thank you

Ok so your logged on to a user with restricted privelages right?
What version of IE are you running?
does the error appear when you start a new instance of IE, or when creating a new tab within an already running IE or both?
