Script to send an automatic email when file is added to ftp dir folder

Is there a way of sending out an automatic email to a preditermind address as soon as a file is added to an ftp folder/dir on my shared web space (Linux)?

Ideally PHP but not sure if this would be possible as I know nothing about it.
