Default trouble getting online with internet explorer - in new vista operating system-securit

My friend bought a new computer with Vista. He uses Road Runner w/ time warner cable as his internet provider. He cannot get online. Road Runner vertified his connection is good but they could not get him online.
I went over yesterday-when you click on IE icon on the desktop- a message comes up telling you IE stopped working- a problem caused it-windows close-
I tried R.Clicking the IE Icon on Desktop. I choose option administrator- then another box of choices came up- I choose one that said yes- And I was able to get online.
He has administrator rights already- I want to figure out if there is a way I can have not have to right click the icon and just click on IE like he used to.
The title of last message that comes up before getting online says user rights (something like that)
any ideas?- does Vista have default security causing this?

sounds like a problem with his profile. I would create a new user and have him log into it. If everything seems ok with that new profile, then just move him over to that profile.

It could be that there is some sort of IE Add on that is doing the crashing. You could try disabling one or more of the IE addons/directx apps.
