Need help reattaching heat sink in Dell Dimension 4600c

Question: I am about to upload a picture showing this situation. One of two clips that holds down the heat sink has come loose from the motherboard. How do I reattach this clip? I have no experience with soldering. Is there a glue I can use?

When I power up the PC, I get the message "Alert! Chipset heat sink not detected." and the system halts. However, when I hold it down by hand when powering up, I still get this message. Why is this? How do I properly reattach the heat sink to the processor?

I would combine the thermal adhesive with garys suggestion of using a a wire to complete the circuit. That would mean alot less soldering which means less chance of damaging the motherboard.
