Default display problem - screen blinks black

I'm trying to help a friend who has a DELL Dimension C521 and a DELL E207FP Wide Screen Flat Panel Display. The graphics card is a 256MB ATI Radeon X1300 Pro.

Here is the problem:

When setting the screen resolution to 1680 X 1050 the screen will intermittently go black and then reappear. The screen will remain black for about 1 to 2 seconds and then reappear. This will happen about every 45 seconds or so?

Setting the resolution lower doesn't fix the problem and the display gets very pixelated and fuzzy...not crisp and clear. At the higher resolution, the display is crisp and clear, but the above problem is obviously occurring.

Dell support has replaced the graphics card once already and now shipped a new unit. Still the same problem?

I was considering this might be some kind of power issue...not enough juice getting to the monitor?

Default Re: display problem - screen blinks black

Has someone compared the current video settings to the default settings on one that doesn't show the problem? It sounds like a Refresh Rate issue to me, but that's only a guess. Since you are getting a new one from Dell, I take it that they have already done troubleshooting with you.

Could be a Video or Monitor driver issue. Have you checked for newer drivers from Dell or from the Video Hardware or Monitor Hardware maker?

Are you using a Dell Factory software load or some other load?
