With that version you used to have a specific account for the Exchange services and that account could had access to everything. That changed in Exchange 2000 as there were new accounts as part of the domain. However many people liked having that kind of access from a specific account (even though it is not required for day to day admin). This kb article explains how to set up service account access: How to assign service account access to all mailboxes in Exchange Server 2003 If the user is abusing the permissions available to them then that needs to be raised with management. If I did that sort of thing with any of my customers I would expect to lose the contract as that is a breach of trust. |
