Unable to Shutdown or Restart Terminal Server

Question: I have inherited a Windows 2k3 Terminal Server, which had been configured by another admin. Its an application terminal server, and had been configured to not allow users to shutdown/restart the server (always a good idea!). Only problem is that even me as an admin cannot perform these actions when I am connected via RDP... or even if I am logged on at the console.

I am quite techical so a simple answer is all I need, I assume there is a group policy somewhere but I cant find where the setting is!

500 points because its quite urgent.

User Configuration\AdministrativeTemplates\Start Menu & Taskbar\Disable and remove the Shut Down command

Thats your policy, you may wwant to look at loopback processing for your scenario if you dont want to completely remove it
