DFS Management Snap-In... where do I find this?

I'm running Windows 2003 Standard, not R2. I wanted to know if there's a way to get the DFS Management snap-in so I can configure the replication and show the newbies how to use DFS. Oddly enough, all my domain controllers don't have an option under add/remove programs for "Distributed File System"... I can't figure it out for the life of me, but it seems consistent on all my DCs.

The DFS Management is only available in R2, so you don't see that MMC option unless the server is at least R2:
