Setup DHCP Relay - Windows 2003 ** URGENT **

I need to setup DHCP relay on our windows 2003 server, i followed this guide;

How to Use DHCP to Provide Routing and Remote Access Clients with Additional DHCP Options

All steps were followed and executed, but clients arent getting DHCP addresses?

any pointer on what i'm doing wrong or what/how i can check?

But whom do you wanna lease ip address? Is it to dial-up clients or LAN clients?
