vb.net windows vista file permissions

has any one seen this yet.

i just installed my app on a brand new box running vista (oh oby)
that worked fine.

the first time my app runs it downloads components from the internet and installs them in the bin folder ( a process which has worked fine on xp, nt and 2000)

Vista throws a permission error.
I am logged on as the admistrator.
Before a sware any more about MS can some one help me.

Have you tried installing under a different system?
Properties?Compatability and choose os.
