Vista Firewall Configuring, turning off

Is there a way to configure the Vista Ultimate Firewall. It seems to block whatever IT chooses henever IT chooses. Some programs that do automatic updates and upgrades with only a "yes/ no" interphase are beeing automatically blocked. Other programs that I do not want auto-searching the internet automatcally pass without problems. This is after turning windows firewall off. The Vista firewall stays on. Can it be turned completely off so I can use my own firewall?

Perhaps jv16 PowerTools 2005 is not compatible with Vista? I see they now have a version for 2006 available for now, and on this page, it asks about Vista compatibility:

But in order for the program to work properly, it must have full administrator rights. You can run a program with administrator rights in Vista simply by right-clicking the software and selecting Run as administrator.
