Outlook Express will not resize pics

Question: One of the machines I work on has an issue with resizing pictures. I'm highlighting several jpgs at a time and using the method of right-clicking/send to/mail recipient. After I select the 640x480 size and click next, the window shows "Sorting pictures ... " then closes. Nothing else happens. No error message. OE does not launch at all. Does not matter if I hve OE open already. Outlook Express is set to the default email program in Internet Options. I've tried reinstalling OE, and I've checked the HKEY CLASSES/ROOT/.jpg key and it is OK.

Click Start, Run and type the following commands one by one:

"%ProgramFiles%\Outlook Express\MSIMN.EXE" /REG
(The above command does not return any message, and executes silently)

regsvr32 "%ProgramFiles%\Outlook Express\msoe.dll"

If that does not help, try setting OE as the default mail client using the following tool:
