Unable to boot into Windows XP

I am working on an IBM NetVista 2254 PC that keeps booting to the "We apologize for the inconvenience, but Windows did not start successfully..." screen. If I choose any of the Safe Mode options or Last Known Good, it boots back to this same screen. I booted to the Recovery Console to try running chkdsk but could not login because the owner does not remember the admin password. I've tried booting to a BartPE CD but it keeps restarting. I know this CD is good because it works on another machine. I ran hard drive diags and the drive is good. Any ideas would be greatly appreciated. Thank you.

Gotta be somthing in the board thats failing...almost the only thing left. Also, disconnect any unneeded pci cards, and optical drives. maybe a fault there as well....
