The emails that I send go out but they are not received

Question: My problem is: The emails that I send go out but they are not received. I have Outlook Express 6, and my Pc has OS WindowsXP. When I send an email with images it is not received by the recipient.
Please, if possible, tell me what must I do to solve my problem.

I spent half the night last night trying to resolve a similar problem on a local network Exchange Server.
At 2 am it was discovered that the ISP was not forwarding messages.

As has been mentioned - contact the ISP.
