Start button "locked"

when booting, more often than not, the system kinda freezes, I can move the mouse, but when I go over "start" the cursor changes to hourglass, and I can't access the menu.
Logging as the other two accounts on the machine this doesn't happen, and I can use the pc ok.

Any idea, and how to solve it?

Windows profile corruption can cause such issues as well. I would suggest you to create a new profile for the problematic account. Login with local admin account and rename the profile under documents and settings and then login back with the problematic account and see if that resolves the problem. After that you can copy back the settings and files from the old profile.
