Default Renaming folders while files are open within that folder?

Running XP SP2. When I want to rename a folder, it prohibits me from doing so as long as a file inside that folder is open or accessed. That was not the case in win98, from which I upgraded, and it's frustrating, as I sometimes don't know that a file inside such folder is open or accessed.

How can I disable that function, or enable being able to rename a folder with open files within it?

A related issue is that let's say while I am copying/moving a folder, I want to rename another folder, and while I am typing the new folder name, if the copy/move action finishes, the editable name of that folder reverts to wherever I am in the renaming process, and does not let me finish the renaming process - frustrating - how can I avoid that other than waiting for all move/copy actions to finish before renaming another folder?

You can't rename folders while anything within it is open. That's a safety measure. Otherwise your filesystem would get corrupt.
