Can recognize IP address but not Computer Name

Question: I have two computers(a PC and a Laptop) on the LAN called williamPC and williamLaptop, each with IP address 192.168.1.68 and 192.168.1.69.

However, I can't use \\williamPC or \\williamLaptop to access each other(if I type \\williamPC or \\williamLaptop, only a blank windows coming out with no file inside), and I only can use \\192.168.1.68 and \\192.168.1.69, what is the reason, and how to resolve this?

Most FW applications allow you to put in 'exception' rules to allow access from other IP addresses or account names.
