Windows XP, cmd.exe missing

I can open a DOS window from the run box within XP using command (cmd no longer works) but I can no longer get any of the commands to work such as ping and so on.

Sounds like you're stuck in the middle of an installation of the OS...
I'd say cut your losses - take what backups you can get - and rebuild it...that system's in a poor state!
