IS there a registry change that will not allow a user
to change their workstation's clock ?

Start->Run->GPEdit.msc

Navigate to Computer Config\Windows Settings\Security Settings\Local Policies\User Rights Assignment
There is a policy, Change the system time, where you can limit who can do this...
