internet explorer 7 security settings disabled

Question
Just installed IE7 on my Windows XP Home computer and now I can not change any of the security settings. All of the options are greyed out. On the bottom a message states that I have to consult the system administrator?

I am the system administrator on my system so where is the problem. Is this a problem related to the fact that I,m running Windows XP and not Vista. Microsoft update has IE7 as a critical install item but I don't believe that IE7 should of been released. Besides my security problems I have notice weird things happening to my tool bars and links also.

IE7 runs on XP fine.

Right down the bottom is a possibility. They tell you how to backup the certain part of the registry that your about to change as well.
