Default Howto repair broken Windows XP installation if built-in repair function doesn't work

Question
Problem booting Windows after virus cleanup and Panda antivirus uninstall.

Actually, the question is in general: how can I get working Windows if when I start computer, it begin load Windows, generates following errors/messages and reboots over and over again:

--------------
lsass.exe application error
svchost.exe application error
winlogon.exe application error
services.exe application error
MCI command handling window winlogon.exe application error ngen.exe entry point not found the procedure entry point getrequestedruntimeversion could not be located in the dynamic link library mscoree.dll The memory could not be "written"
the instruction at e3820 referenced memory at e3820. The memory could not be "written".
---------------

I did Windows repair using bootable CD, everything went OK, but after reboot problem occur again like before. So, I can't repair it, I have some inportant programs installed on this computer and I would like to keep them. I know that clean installation will fix the problem, but unfortunately I have to keep the old one with all the programs and settings. Does Windows repair repair all files above? What happened with registry file after repair if the registry was corrupted or contains errors?

Solution
gary he tried that and no it wont help the problem is in the registry and repair wont fix that the way I would tackle this issue is first go get nt offline password & registry editor so you can get to the registry that can be found here http://home.eunet.no/~pnordahl/ntpasswd/.

Next navigate to this section in the registry HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\Notify under that folder look for the reference to ngen.exe and remove it save reboot then you should be able to get back in.
