Cannot log into laptop - ip address problem

The laptop runs XP Professional. The user logged in using a cached login to their account. They changed the ip address from 192.168.1.56 to 192.168.111.2 so the laptop could talk to a certain device. Then they shut down the laptop. Now no one can log in on the laptop. No one has the local login name for the local administrator account.

So, suggestions on what to do. What are your thoughts about reinstalling XP over the original installation?

still think the simplest way is to boot up with one of the suggested Boot CD's, then change the Administrator password to whatever you want.
Then you can re-boot, log in, and change the IP to DHCP, or anything else you want.
