Log On Administrator account restriction even in Safe Mode

Question: Had installed XP Home SP2 upgrade, authenticated, updated and was installing drivers. I'm pretty sure the Netgear wireless PCMCIA driver caused all the problems.

History:
Was stuck in an infinite "loading settings.... saving settings..." loop even in Safe Mode
Did a regedit to remove the troublesome GINAdll file, still looping
Did a Recovery Console repair, still looping
Wanted to disable Autoboot from Command prompt, but not able to get into Safe Mode

Did "manual steps to recover a corrupted registry that prevents WinXP from starting" in order to do a manual System Restore and am now stuck in a logon error under the Adminstrator that restricts the account- even in Safe Mode

Tried the Shift key during startup, tried all versions of Safe Mode

Short of removing the HD (it's a Compaq notebook- and not easy to access), is there anything else to try before a Clean Install? Just seems like it should be easier than that!

Alternatively, 2 other ways to reset the admin passwords in XP...
