How *99# dialup number works?

What is phone dial numbers like *99# to access Internet via Mobile Phone on PC. why they are used in dial up connections? how it works?

The "99" service code is defined in a couple of GSM standards, namely

1) GSM 02.30, Man Machine Interface: Annex C Bearer Service code for GPRS services = 99.

2) GSM 07.07 AT command set for GSM: sec 10.2.1.1 Request GPRS Service code = 99.

Docs can be found (with effort) at 3GPP home page . It works for GSM because the standards say it must work.
