locking IP port on Cisco Router

I have Cisco 3600s and I want to block Netbios ports (ns, dgm, ss) over my WAN network (frame-rely)on subinterfaces. I have tried a several rules, but cannot seem to get one works right.

Any suggestions would be helpful, but I would appreciate exact syntax if posible.

create an access list that blocks ports 135, 137, 139, and 445 in and out
