Visual Studio .NET 2003 Professional

I've tried searching everywhere to find the answer for this. Each time I try to install Visual Studio .NET 2003 Professionsl, I get to step one, and click "Prerequisites". It brings up:

and then closes. How can I fix this so I can install the application?

Ive tried about 3 different ones and each one says the same thing. Varun: What do you mean? Im running on WinXP Pro, would Internet Explorer 7 Beta 2 mess it up?

Its not related to any sort of system configuration...

Its just because the install.ini file of Windows Installer has been corrupted....

I tried another download and I get the same damn error. Anyone have any ideas? Im honestly thinking about re-formatting my hard drive.
