computer freezes for about 15 secs

Hi. My computer recently started freezing for 10-15 secs. I can move the pointer around but mouse clicks have no effect. its as if the computer was very busy with cpu 100% but when I run task mgr no processes are running with cpu idle at 98%. What is causing these freezes. I have an AMD 64 (3000+). Incidentally these freezes started after my power supply failed (It was replaced under warranty) (400 watt). Another thing which happened after the power supply failed was that my USB modem wont work on startup - I have to unplug it and re-plug it to get it to work. I dont know if these things are connected.
I would appreciate any suggestions or other's experiences with this problem.

Can I add to this The mouse is a USB mouse attached to the mouse input. Typing on the keyboard is not affected by this freezing i.e. there is no interruptions of the typing. So it seems only related to mouse clicks or mouse scrolling ie. in a program which has scroll bars - they freeze and stop moving if i was moving them.

Seems like your power supply is too low, keep in mind that 400W of aOpen is not the same as 400W of ASUS, another thing what moght be the problem is the heat, it might that the CPU gets too hot, then waits 10-15 seconds and then continues
to fix this is by enabling AMD Cool & Quiet function if your motherboard supports it
to enable it, go into your BIOS by pressing the right key(s) at startup

Did you check the "mouse" properties in the control panel device manager?

Thanks. My CPU is running at 53 degC most of the time. I have never seen it go above 56, however since the psu failed the fan on the cpu is very noisy (sort of rattely) I checked it and it seems secure enough.
What did you mean by the different rating of power ie 400watts. Are there different ways of rating a power supply?

all i mean with this is that not every power supply provider means the same with 400W
it's a very complicated story, but if u had an aOpen 400W and u replaced that by a Qtec 400W, then the aOpen may just be right, and the Qtec too low
but it seems that i read it wrong, and that u just got same one from same company
